He soon discovers that his new employer is a secret government-linked organisation dealing with criminals beyond the reach of ordinary justice. His partner is Miharu Suzukaze, an 11-year-old girl who is a highly skilled assassin. Together, the unlikely pair form a dangerous but surprisingly compassionate team, with Raizō acting as the older, morally conflicted protector while Miharu brings a cold professionalism shaped by her unusual life.
